ENERGY STAR Certification is the EPA's recognition for commercial buildings that perform in the top 25 percent of similar properties nationwide. To qualify, a building must score 75 or higher on Portfolio Manager's 1-100 scale, and the data must be verified by a Licensed Professional Engineer. Certification is valid for 12 months and must be renewed annually.
Most commercial buildings with efficient HVAC, reasonable operating hours, and modern envelopes can reach 75. Buildings with on-site solar, newer construction (post-2015), or recent efficiency upgrades often qualify without any intervention. Our qualification calculator gives you an estimate in 30 seconds.
EPA supports certification for 15+ commercial property types including offices, K-12 schools, hospitals, medical offices, hotels, retail stores, supermarkets, warehouses, multifamily housing, senior living, data centers, and residence halls. Some property types such as restaurants, fitness centers, and auto dealerships can benchmark and receive a score but cannot currently earn certification under EPA's programme.
The EPA figure of around $1,500 covers one line item: the Professional Engineer site visit and verification signature. It assumes your building already has Portfolio Manager set up, 12 months of clean utility data loaded, a confirmed score of 75 or higher, and someone on your team to manage the EPA application end to end.
For most commercial buildings starting cold, reaching that starting line is 60 to 80 hours of work before a PE can even be booked. Portfolio Manager configuration, utility data collection across multiple meters and providers, data QA and gap-filling, score modelling, and EPA application preparation all sit outside the $1,500.

No. ENERGY STAR Certification uses your existing utility bills as the data source. If you already have Envigilance monitoring installed, we use that data for faster, more accurate tracking. If you do not, utility bill data alone is sufficient for certification.
Envigilance maintains a national network of Licensed PEs under contract. Your PE is assigned based on property location and type. PE site visits, travel, and verification are all included in the $9,500 fee.
Annual recertification runs $3,500 per year. We handle the monthly data uploads, score monitoring, and EPA re-application. The new 11-month minimum recertification gap, effective January 2026, makes automated data preparation essential, which is why we built it in from day one.
Yes. ENERGY STAR NextGen is the higher-tier certification requiring 30 percent renewable energy and emissions intensity targets. Buildings with on-site solar often qualify. NextGen upgrade adds $3,000 to the base engagement. Ask us during the qualification call.
No. Congress fully funded the programme at $33M for FY2026 with a binding mandatory spending floor, and the programme is moving from EPA to DOE in June 2026. It has 90 percent consumer awareness and bipartisan support. State and local benchmarking mandates continue independently.
